Why have I received a parking control fee?

The vehicle has been parked in an area where parking is allowed only for vehicles with a specific parking permit or identifier. In this case, the vehicle did not have the required permit at all, the permit was not valid, or it was not displayed in a way that could be inspected. Such areas are often, for example, residential housing company yards, business areas, or other private parking areas. Since the permit was not used as required, the parking has been considered to be in violation of the terms.

The vehicle has been parked in a space where the parking permit in use does not entitle parking. The driver had a parking permit, but the permit was valid only for certain spaces or a specific area, and the vehicle was not in such a space. In practice, the vehicle has been left in the wrong place, even though a permit as such did exist. For this reason, the parking has been considered to be in violation of the parking terms.

The vehicle has been parked in a paid parking area, but the parking has not been paid at all, or the paid time has expired before the vehicle was moved from the parking area. In practice, the driver has either forgotten to start paying for parking, the parking payment has not been made correctly (for example, incorrect registration number or parking area), or the vehicle has been parked longer than the paid time allows. For this reason, the parking has been considered unpaid.

The vehicle has been parked in an area where parking is allowed only for a limited time, but the start time of parking has not been indicated. The driver has not set a parking disc at all, it has been set incorrectly, or the parking start time has not otherwise been marked as required. The parking enforcement officer has not been able to determine how long the vehicle has been parked, therefore the parking has been considered to be in violation of the parking terms.

The vehicle has been parked in an area where parking is permitted only for a predetermined maximum time, and this time has been exceeded. In practice, the vehicle has been parked for longer than allowed by the traffic signs or parking terms in the area. Even if the start time of parking has been correctly indicated, the vehicle has not been moved in time, therefore the parking has been considered to be in violation of the parking terms.

The vehicle has been parked in an area that is not designated as an actual parking space. This may be, for example, a driving lane, the edge of a yard, or another area where parking is not allowed. Stopping in such a place is permitted only for short-term loading or unloading, and only when the driver is in the immediate vicinity of the vehicle. Since the vehicle has been left stationary without loading or unloading or without the driver being present, the parking has been considered to be in violation of the terms.

The vehicle has been parked in a parking space reserved for persons with reduced mobility without the required parking permit. Either no permit was present, it was not visible, or its validity could not be verified. These spaces may only be used by vehicles displaying a valid and appropriate parking permit, which must be clearly visible. Since the permit was not used as required, the parking has been considered to be in violation of the terms.

The vehicle has been parked in a charging space designated for electric vehicles, but it has not been connected to charging. These spaces are reserved specifically for active charging and are not regular parking spaces. Even if the vehicle is an electric vehicle, the space may only be used when the vehicle is connected to a charging device. Since no charging has been in progress, the parking has been considered to be in violation of the terms.

The vehicle has been parked with the engine running for longer than permitted by the rules. The engine may be kept idling for a maximum of two minutes, and in very cold weather (−15 °C or colder) for a maximum of four minutes. In this case, the engine has been running for a longer period without an acceptable reason, such as an immediate continuation of driving. For this reason, the idling restriction has been violated.

This ground for parking enforcement means that the vehicle has been parked in an area or in a manner that violates the parking terms, but the violation does not fall under any specifically defined standard category, such as non-payment or exceeding a time limit. For example, this may involve parking on a rescue route, in a service area, or in another area where parking is completely prohibited. Parking may also obstruct access, such as when a vehicle is left in a driving lane, in front of a gate, or on a rescue route.

Additionally, this may involve parking contrary to specific conditions indicated in the area, such as “customers only,” “visitors only,” or “during business hours only.” The vehicle may have been left in a space reserved for a specific person, apartment, or company, or the parking may have taken place in violation of a temporary parking ban, a construction site restriction, or a separate warning sign. Clearly improper parking, such as occupying multiple spaces, parking at an angle, or blocking the roadway partially, may also fall into this category.

The parking has not been permitted based on the rules of the area or the instructions given by the property owner, even if the violation does not meet the definition of any specific single parking offence.

The parking terms of a parking area are always displayed on the signage in the area. The terms may specify, for example, parking fees, parking duration, and parking permits. The contractual terms come into force when the driver parks their vehicle in a private parking area. If the defined contractual terms of the parking area are not followed, Ruutuluotsi may issue a parking control fee.
